4番の問題が分かりません。 解説の式の意味はわかるのですが、なぜ中和点で銀イオンと塩化物イオンの物質量が等しくなるのかが分かりません。

中学入試の問題です。 (3)まではわかったのですが、(4)の解き方が分かりません。答えは27通りです。 同じ操作を2回繰り返すと操作をする前に戻るので、それを利用して18通りは思い浮かんだのですが残り9通りが分からないです。
