細かいとこの使い分けで言うと
情景を事細かに表す(情景描写)→describe
人の心情を表す(心情描写)→describe
人に物事を説く→explain
取引先に自社の商品を説明する→explain
トラブルについて釈明する→explain
だいたいこんなパターンがよく出ます。
