推測のwouldの時制の一致を教えて下さい

1番よい解決策だろう
これは現在の推測ですが、過去の時点で1番良い解決策だと信じていたと表わしたい時は、時制の一致をうけてどうなりますか？
I belived that would have been the best solution.
