英文の文型の問題なのですが、前置詞句を( )でくくってMにするということは分かったのですが副詞と形容詞の判断の仕方がわかりません。形容詞は何となくものの程度を表す?と思っているのですがどのように判断したら良いですか?

The trouble is that values even enter into deciding what count as facts-there is a big leap involved in 'raw data" to a judgement of fact.
