英語の質問です! 画像の(画像暗くてすみません💦)の赤線引いた所の文で、「bags'」と書いてあるのですが、なぜbag'sではないのですか? 教えて頂けると有り難いです!m(_ _)m

4文目で時制の質問なんですけど、cityの場合はwasなのに、🇫🇷人の場合は現在形なのはなんでなんですか? どちらも過去なら、過去形だし、🇫🇷人の場合は今もなら(親切じゃない)cityも別にその街が今壊れてると考えにくいので現在形だと思うんですが、、 わかる方いればお願いします
