丸のついたandについて質問です。andが結びつけているものは何かという問い対して、前後の二文全部だと思ったのですが、high~valueまででした。どういうことでしょうか?

次の英文を読んで, (1) Considerable attention has been paid to the size or relative size of the human brain.
