中学生 英語 長文です。 このような長文が全くと言っていいほど分かりません。 どのように解き進めていけばいいのでしょうか。 写真は愛知県マーク模試第4回のものです。

1の②が、なぜ違うのかがわかりません! 解説の方には対前年同月比だから違うと書いてあるのですが、意味がわかりません。なんで対前年同月比だとグラフの読み取りが違ってくるのでしょうか?
