11番の問題です。答えは③のhave just movedなんですが、なぜ①のare just movedではだめなのでしょうか?? なぜこの文章は現在完了形にしないといけないのですか？？ 解説を見ても納得できなかったのでお願いします。

答えはto have been built なんですけど、beenのところに過去分詞いれてto have buildだとだめなんですか？
