現在完了の継続と現在完了進行形と現在進行形の 違いってなんですか？

答えは③です。 ②が間違いの理由が分かりません。 継続の用法なら文に合っていると思うのですが… forやsinceなどの期間を表す副詞が無いから②が間違いなのでしょうか？
