neverが副詞でありtoの後に置けないのは分かりますが、なぜusの後ろに置いているのですか。

(toの後に置けない)→(toの前に置けます)
(usの後ろに置いている)→(toの前に置いている)

「不定詞を否定するnotやneverは、(to原形)の前に置きます」

(I told them never to be late for school.)
