最初の方の太字に8月30日から10月1日は図書館は閉まると書いてあるので、それ以外の日は空いていると考えたらいいのではないでしょうか
はっきりとはわからないですが、文脈からしてその図書館は何階かあって、１階だけを休憩室にするってことなんだと思います

あと、Theは訳すことはあまり無いので、あまり気にしなくてもいいと思いますが、強いていうなら”その図書館は"と訳すのが妥当だと思います！
もし休憩室を指すのであれば、loungeと書くと思います
