PKOの要員は国が自発的に出した人員で組まれるのに対して国連の正式ではないが国連軍的なものを作る時は頼まれたら断れないのはどういう違いがあるのでしょうか？
PKOは国連由来だと思っていましたがそこから違うのでしょうか？
