因為capacity的意思是「容量」，be filled to capacity 是指”到達”最大容量（=爆滿）故慣用to。

Be filled with 則是被某個東西充滿，如果要用它來形容電影院爆滿可以說The theaters were filled with people (充滿了人），兩句意思差不多
