根本的にwillとbe going toの違いは、今決めたことか、予定していたことです。
明日晴れたらということは予定ではないのでwillが適切です

「明日晴れたら、私たちは買い物に行きます。」を英語にすると、「We will go shopping if it is fine tomorrow.」又は「If it is fine tomorrow,we will go shopping.」になると塾で使ってるテキストに書いてあります。
「be going to」を使うのは何故ダメなのでしょうか？
