tough構文ですね 主語がto不定詞以下の動詞、または前置詞の目的語を兼ねるというやつです。
元の文は形式主語構文ですので、それを考えると理解しやすいと思います。
It will be difficult to obtain the books which are on that list in Japan.
このto不定詞の目的語を主語に持っていくと
the books which are on that list will be difficult to obtain ▲ in Japan.
となります。(※▲が欠けてる)
sleepの用法にも他動詞のものはありますが、基本的に時間だったり、自分自身だったりの時だけなので、
to sleep the booksという表現は存在しません。
また、自動詞の眠るという意味でとると、the booksの行き場がなくなるので不可です。

全て覚える必要はありませんが、作文で使えそうなやつくらいは覚えておくと便利です。(形式主語使っておけば間違いはないけどね)まあなんとなく程度の語句だったら使えそう、的な感じでもいいと思います。
