まずhowだと「言い方」の問題なってしまいます。「一番の解決策」をどう言うかになってしまうので1、2は消えます。
そして、後ろには間接疑問文が入ります。
Do you think what this is?ではなく
What do you think this is?というのがありましたね。
この要領で疑問詞が前に来てsayのあとにthat省略のSVが来ます。なので4です。
