2文目のherを表すのが whose:(主語)の です。

2-(1)The school is on the hill.＋We go to this school.
しかし、アの文章ではwe go toの後が抜けていますよね？ このような場合にwhereは使えません(関係代名詞の制限用法)。
イではThe school is on the hill.＋At which we go.
we goの後は要らないのでwhereを使えます。

2-(2)Monday is the day.＋We are busy 'on' this day.
2文に分けて考えてみると分かりやすいですよ。
