→ A house was on fire and a woman asked for help from the window. ※be on fire 火事になっている
A [mon] noticed something and he [brough] a ladder in a hurry.
→ A [man] noticed the fire and he [brought] a ladder in a hurry.
But he helped not the woman but a cat which is near the woman.
→ But he helped(過去形) not the woman but the/a cat which was(過去形) near the woman.
