理由は以下の②文にある通りで、of which the summit では意味不明になるからです。

①[The moutain] is called Mt. Iwate. その山は岩手山と呼ばれている。
＋②<The summit of [the mountain] is covered with snow>. その山の頂上は雪に覆われている。
→ 関係代名詞whichでまとめる：The mountain <the summit of [which] is covered with snow> is called Mt. Iwate.
＜(その山の)頂上が雪で覆われている＞その山は岩手山と呼ばれている。
