間違いです。
as ifの後に続くto不定詞は，本来あるはずの主語と動詞が省かれたものです。省かずに書くと
He offered the key to me as if he were going to say, ”is this yours?"
となります。
よって，置き換えるならas if 以下が
he were going to say
とか
he were to say
になり，
he said とはなりません。
