[主語]の部分を問う疑問文です。
つまり
筆者は、何がスマホの利点だと言っていますか？
という疑問文です。

文の作り方としては
[主語]のところをwhatにして文頭に出して、
残った部分を疑問文に直しています。
the writer say 〜　の文を疑問文にすると
does the writer say ですね。

that節内の主語がwhatになっているので、
What does the writer "say are" 〜
この" "の部分の語順が変な感じがしますよね。
