時間のズレがあるときのhaveの使い方合ってますか?!

They say that he was ill. ※文の動詞と節内の動詞の時間的なズレは〈to + have+過去分詞〉の形を使う。
It is said that he have been ill. by them...
He is said to have been ill by them....

is(現在)、was(過去)とあり、時間のズレは表されています。

時間のズレを表すのに使うのは、haveではなく、to have 過去分詞(完了不定詞)です。
to have 過去分詞にしないで、
It is said that he have been〜.
としても、そもそも he haveというつながりが間違っています。
