例）Who comes here? ― Hiro did.
訳）誰"が"ここに来るのですか？―ヒロが来ます。
Whoなどの疑問詞のあとに来る語によってdidやwasなどのbe動詞、willやcanなどの助動詞など、答え方が変わります。

少し違和感がありますがWhat region did start fair trade？という問だったら亀豆さんの答えで良いと思います。
亀豆さんの答えは、疑問文ではfair tradeが主語だったのに、Europeが主語としてきてしまっているというところに違和感があります。
