なりません。

倒置する場合はこんな感じです。
He can’t go, and neither can I.
つまり、
He can’t go, and I can’t go either.
と同じです。

一方、この文は関係代名詞の文です。
He speaks only English and German and I understand neither of them.
の them を関係代名詞の which にかえて非制限用法にしたものです。”neither + (助)動詞 + S” の形ではなく、関係代名詞が前に出ているだけなのです。
