は文法ミスだと思います。that 以下は完全な文が来ます。

he was asked to write...
にすれば文法的にはokだと思います。

の部分は、文法的にはokですが、thingという名詞は一般的すぎるので、adviceとかにして
It is the advice that...(同格のthatのため、whichは不可)
の方が自然だと思います。
ちなみにwhatについてですが、whatの後には不完全な文が来ます。the things which と同じです。今回は使わないかと。
