by fire と in the fire は同じでしょうか？？

例としては、

町は火事で全焼した。
All of the town was destroyed by a fire.

きのうの火事で２００戸が全焼した。
Two hundred houses were burnt down in the fire.

などです。

私なりの解釈では↓↓↓な感じです

by fire → 火事で
in the fire →火の中で

All of the town was destroyed by a fire.
→町は全て火事で破壊されました。

Two hundred houses were burnt down in the fire.
→200軒の家が火事で焼失しました。
