The desk was painted red by Jane.を能動態に直すと，byがなくなってしまうのですが、なぜなのでしょう? 教えていただきたいです。

「rely on」と「depend on」だったら「rely on」の方が使いやすいですか？ また、受動態の場合も「by」ではなく「on」を使うのはなぜですか？

丸が付いてるところが受動態に直すと，なくなってしまう部分なのですが、なぜ消えてしまうのですが?
