なぜ日本にはほとんど都市同盟が成立しなかったんですか？ほぼ唯一とされる平堺同盟もヨーロッパと比べるととても短期間で終わっていて、平野と堺以外にも自治都市があったはずなのに大規模化しなかったのは疑問です。
