During a trial, 「審理中は」

there must be a record taken of 「～について取られた記録があるはずだ」

A = what was said,　「何が言われたのか」

B = when it was said,「いつそれは言われたのか」

and C =who said it.　「そして誰がそれを言ったのか」

Bのwhen it was said の it はA の what (was said) = 「発言内容」を指しています。

よって C も誰が「その発言を」したのかという意味になるように said の目的語 it が必要です。
