will have 過去分詞 で未来完了形と言って、未来のある時点(何年後とか何日後とか)における動作の完了・継続・経験などを表すことができる文法です。
例えば、"I will have lived in Tokyo for ten years last month."(私は来月で東京に住んで10年になる)のようにも使えます。
完了形のhaveは助動詞ですが、現在完了で主語が三人称単数の時はhasになるなど動詞としての性質も残っています。willの後は動詞の原形なのでwill has beenではなくwill have beenになります。
