もし、以下の2つの文が正しければ、はるさんの言うように、at which を使った文が正しいことになります。
つまり、⇒以下の文が正しいということです。

①The time will surely come. ＋ ②An energy crisis will occur again at the time.
⇒ The time will surely come at which an energy crisis will occur again.

問題は、②の文が正しくないのです。なぜ？
at the time(その時に)が間違いです。なぜ？
at the time は at one o'clock(1時に)のように、短い時間の表現にしか使えません。
in the time であれば、もっと長い時間を表すことができるので、in which であれば正解となります。

つまり、例文は
1. The time will come in which an energy crisis will occur again. あるいは
2. The time will come when an energy crisis will occur again. で表現できます。
