下の英語長文のhowの部分の訳し方について質問です。（空欄→whatです）
how their resolutions compare with the previous year's behavior. の部分を、「どのように彼らの決断は前年の行動と比較するのか」と訳したのですが、不自然になってしまいました。解答は、「どのように〜と"比較されるか"」となっていたのですが、なぜcompareが能動なのに、受動で訳されるのですか？（確かに、能動で訳すと上記の私がしてしまったような訳になってしまうので不適切だと思うのですが）
英語を読んでいて、もし能動で訳して変な場合は受動で訳しても良いということなのでしょうか？　
教えていただけると助かります。

healthy. In one study, 32% of the volunteers said that they wanted to "lose weight."
However, when we look at how consumers are planning to meet their health and
fitness goals, ( 1 ) is eye-opening is how their resolutions compare with the
previous year's behavior. For example, 43% of people in the U.S. say they plan to
lose weight by making healthier food decisions, but 76% said they did not follow a
weight loss or diet program.
