regret を使うなら、
I regretted not listening to him more.
I regretted that I didn’t listen to him more.
私は彼の話をもっと聞かなかったことを後悔している
これは、ちょっと微妙ですかね？笑

個人的にはshould have を使った方が
しっくりきます。
