正午には書き終わってるだろう、なのでこれは未来完了形です。未来完了形はwill have +過去分詞なので、isn’t はダメなんだと思います。

多分なんですけどby noonは、大体未来完了で使われるからです。例えばI will have read more than 1000 books by next year .（来年までには1000冊以上本を読むだろう）みたいな、、
