下線部がなぜ矢印の主語になるのかわかりません。判断方法を具体的に教えていただきたいです。

たぶん解決してると思いますけど、
3つ以上のもの並べるとき
an apple, a banana, and a grape って言ってるのと同じです。
Sea water rise〜,then forms〜,and falls〜　です。
