理屈の上では構わないのですが、to不定詞とかthat節とかみたいに比較的長くなりがちなまとまりは最後に回すことが多いんですよ。
by〜が文末に回ると、場合によってはby〜のまとまりがどこにかかるかわからなくなる場合もありますしね。
