接続詞のasはいろんな意味で解釈ができるのですが、「譲歩」（〜だけれども、〜だとしても）の用法のときは、この語順になりますね。

逆に、この語順だったら必ず譲歩というわけではなく、
理由で訳す場合もあるんですが、
譲歩だったらこの語順、これは間違いないです。
