I'm sorry I can't(現在形) eat out with you. ＜現在の事実＞ 残念だけど、あなたと一緒に外食はできません。
→ ＜仮定法：過去形＞ I wish I could(過去形) eat out with you. あなたと一緒に外食できればいいのですが。
