"so that"は、"so that"より前のSと"so that"より後のS'が異なる場合に用いられます。
例えば、"あなたが駐車できるように私の車を動かしましょう"という場合には、"I will move my car so that you can park your car."と訳します。
この場合は、"so that"の前と後の主語がどちらも"they"で同じなので、"in order to"が入ります。
