the harm it is causing to birds
「それが鳥に与える害」という英文についてですが、
harmとitには先行詞をthe harmとする目的格の関係代名詞が省略されていると思うのですが、
これを元に戻す？と「the harm and it is causing the harm to birds」になると思うのですが、
cause 物 to 人(今回はbirds)という形をとるのでしょうか？(ネットで調べてもこのような形が出てこなかったので質問させていただきました)解説おねがいします

補足:itはプラスチックのことです。

たぶん最初の2語いらなくて
it is causing the harm to birds
でいいんですよね？
