The difference is the context.
If we are making a simple statement with no other feeling or motivation then we usually say
She lived in China.
If we want to show something happened at the same time or some feeling was important then we might say
She was living in China to show a relationship to another fact.
She lived in China last year. (Nothing important about it)
She was living in China when the Earthquake hit last year.
She was living in China so she didn't vote last year.
We can say
She lived in China when the Earthquake hit and it is okay. But basically using the be ing gives us a sense of being there so something important was happening at the same time.
It was raining when I got home.
I always come home. That's not important but that it is raining when I get home has an emotion.
It rained when I got home.
It was raining when I got home.
In the first one the rain started after I got home.
In the second one it had been raining before and it continued when I got home.

livedの方はChinaに住んでたし、他にも住んでる可能性があります。
was livingの方はlast year中、ずっとChinaに住んでいた意味になります。
