確実では無いですが、多分
"he seems to be busy"は｢彼は忙しそうだ｣なので、父さんが忙しいことは確実では無いです。なので、"should not"｢するべきでは無い｣よりも、"had better not"｢しない方がいいかも｣になるのかもです。
