例文とかをみるとわかりやすいと思うのですが
名詞節 I think that he is honest. みたいにthatは省略できますが、that節は省略できません。
同格 She didn't know the fact that he moved. こちらはthat節はなくても意味が通りますが、thatを省略することはないです。
