reinforced the dominance of Englishは、strengthened the dominance of English、のほうがより良いです！reinforce でも正しいんですが、この文脈ではstrengthen の方が適切かなと思います。意図が何かあったらすみません💦

「promoting its role in local cultural events」は「promoting its use in cultural events」のほうが断然いいです。
role、は抽象的やし少し不自然ですね…　ここでは「使うこと」を促す use が自然かな、、
