Everybody in this club 【was】 supposed to follow the rules.  であれば
Everybody in this club should have followed the rules.　　と書き換え可能だと思います。
また、should は主観的、 be supposed to には客観的というニュアンスの違いがあります。

‘should have 過去分詞’の形は受験英語でよく目にしますが、 be supposed to との書き換えという点では自分の少ない経験では何とも言えません。お役に立てず申し訳ないです……。
