英文法について質問です。

(B) are frequently
(C) it is frequently
(D) where they are frequently

という問題なのですが、解説を見ると、まず「本文にはVがないため、下線部にはVが必要だと判断する」
と書いてあるのですが、drawはVではないんでしょうか？

そのVってこの文の動詞ってことで、to drawは不定詞化してるからVとは言えない。
