どちらも意味としては全く同じと考えて問題ありません。単にニュアンスの違いです。
②のso as to doは書き言葉でよく使われます。

下記は辞書からの抜粋です。
(1)「…するために」という表現ではto doがもっとも一般的. in order to doとso as to doはともに(書)で好まれ, in order to doの方がより(かたく), 頻度も高い. so as to doは「結果」, in order to doは「目的」をより意識した表現.
