間違えているのは前置詞for です。for の代わりにon を使います。spend money on XXX. になります。

因みに、動詞が２つ並んでいるのは問題ありません。nearly half of the people who were (or had been) questioned said that... の、who were/had been が消えた形が質問者様の文章です。この箇所は消し去っても問題ないので合ってます。
