下の英文について教えていだだきたいです。
下の文のthe organization以降は、「the organization still spends much on each elderly person 」と「the organization still spends much on eachchild.」という2つの文に分けることができますよね。
そこで、「much on each elderly person 」は片方の文の要素であるにも関わらず、なぜ両者の比較の基準を表すas asの間に入っているのですか？前者の文からしたら自分の文の要素なので、比較の基準も何もなくないですか？　
教えていただきたいです。
