なんでhaveが必要なのでしょうか？ →　①have decided(現在完了形)と②decided(過去形)の違いがポイントになります。

①I have decided to go for a walk with my husband in our neighborhood on weekends.
私は週末に夫と一緒に近所を散歩する決心をしました。[そしてその結果]、それを現在実施しています。
※現在完了形：1. 完了(結果)　2. 継続　3. 経験 を表し、現在との結びつきがある
②I decided to go for a walk with my husband in our neighborhood on weekends.
